A. Legal Status – Foundation
The Central Union of Municipalities and Communities of
Greece is a legal entity of the private law and constitutes
the principal Institution that represents the first level
of local authorities in the country.
The foundation of the Central Union was decided in 1927,
during the first congress of the local authorities (Demos
and Kinotites) of Greece and was promulgated by presidential
Decree in 1931.
B. The Local Union of Municipalities and Communities (T.E.D.K.)
The local union of municipalities constitutes the organization
for the local authorities in the Department (Nomos).
There are 51 departments (Administrative Constituencies)
in Greece, and there is one local union in every department
which represents the local authorities of the territory.
Every local union elects representatives among those locally
elected (Mayors of Municipalities and Communities, Councilors)
of the department. These representatives, represent the local
union in the General Assembly of the Central Union of Municipalities
and Communities of Greece.
C. The principal Administrative Bodies of the Central
Union
- The principal body of the Central Union is the General
Assembly which is composed of the representatives from each
local union of the whole country. The General Assembly is
composed of 500 members.
- The Administrative Board of the Central Union which is
elected by the General Assembly. The A.B. is composed of
31 members. (Mayors of Municipalities and Communities, Councilors).
- The Executive Committee of the Central Union which is
elected by the A.B. It consists of the President, the two
vice-Presidents, the General Secretary and seven members
of the A.B.
The President of the Central Union is elected by the A.B.
The mandate of the above bodies for all local authorities
is four years.
D. The aims of KEDKE
- The promotion of all issues concerning L.A.
- The promotion and support of each L.A.
- The collection of information that might enhance cooperation
between L.A.
- The cooperation with the Central Government on every subject
that will contribute to the growth and decentralization
of the local authorities.
- The provision of technical support to the L.A’s , enabling
them to participate in European projects.
- The participation in European and International Organizations
representing local interests.
Since 1994, major changes have taken place in Greece, in
the field of local authorities.
- The prefectures (54) have directly elected prefects and
prefectural councils councils.
- Both the prefectures and the municipalities, have ever
since exclusive and not shared competences.
